Is this application possible with the twitter api? -

I have to apply an application where "sender" can send a group of people to a location and a place. So when a member of the group reaches this place (using the position of the location with the cell phone), then he receives all the messages from this place. I have thought of applying using Twitter API, but I'm not sure that the functionality is possible.
