If you are asking that someone with a direct message who does not follow you - this is not possible . From:
What are direct messages? Direct messages are sent to private messages from one Twitter person to another You can only send a direct message to the person who follows you when you receive a direct message, we will send it to your direct message inbox , Which can be accessed through the Direct Messages tab in the sidebar in your home page. If you have a new message then set your email preferences to notify you by mail.
Unless your account is 'protected', all your tweets are visible to non-followers. You can just use 'to' to send a public tweet to 'just'.
