I use Eclipse 3.5 to install just the Google App Engine Plugin. The plug-in is shown as installed in the Update Manager. However, I'm not seeing the option of "new web application project" () whenever I type Google in the search bar under Windows> preferences, I still do not see Google anything.
There were no errors at the time of installation, and I was asked whether I want to resume eclipse, yes clicked, and accordingly it has been restarted. Am I missing something?
Do you have any messages in the error view? Have you re-problem with a fresh installation of eclipse?
And where your eclipse is installed (which OS are you using)?

I think this is because eclipse was not permitted to write in its installation folder
