geocoding - How to find if lat/long falls in an area using Django and geopy -

I am trying to prepare a dzongo app that will take an input address and vote for the person who ran the political race The list will return I have maps of all the districts (PDF). And I know that I can use Bhoopi to convert an input address to coordinates. How do I define voter districts in districts where I live so that I can see which coordinates of the districts fall?
