Where is it restored?

This is stored in your workspace in the JDT settings under this file's own workspace root, 

  .metadata / .plugins / org.eclipse.core.runtime / .settings / org.eclipse.jdt.core.prefs

This file is not a project specific Therefore, the cellular vera is shared by the whole workspace.
